In a decree published in the Official Gazette this Friday, 14, President Jair Bolsonaro transferred some of the duties of his Special Advisory – commanded, among others, by the deputy chief Filipe Martins – to the Special Secretariat for Strategic Affairs (SAE). The Special Advisory, which is located in room 314 of the Planalto Palace, received the code name “hate office”.
Also on Friday, Bolsonaro appointed Admiral Flávio Augusto Viana Rocha to command the SAE, which from now on is responsible for new functions, such as assisting the President in the preparation of information and support material, meetings and hearings with authorities foreigners, to prepare correspondence with authorities and to forward and process proposals and files in the diplomatic area.
SAE was linked to the General Secretariat of the Presidency, one of the four portfolios with ministry status that operates in the Planalto Palace. Thus, the person in charge of the secretariat responded to Minister Jorge Oliveira, head of the General Secretariat. From now on, SAE will be directly subordinated to the President of the Republic.
The appointment of Rocha, an active general officer of the Navy who was in charge of the 1st Naval District, was also published in the Official Gazette this Friday, along with the dismissal of his predecessor, Bruno Grossi.
Emptying the ‘hate office’
The Special Counsel was dubbed the “hate office” because of its role in commanding the dissemination of content in favor of conservative and extreme right activists on social networks. There, the 31-year-old deputy chief Filipe Martins operates, hired to advise the head of state on international issues as indicated by Olavo de Carvalho, guru of the Bolsonaro family.
In the first year of Jair Bolsonaro's government, Martins was one of the most influential in the group that gravitates around the president. With the rearticulation developed by the government, it was not clear what degree of action the special advisor will have from now on.
